Bitrace Invited to the Web3 Intelligence & Enforcement Summit cum Virtual Asset Intelligence Taskforce Inauguration Ceremony

On October 10, 2025, the Web3 Intelligence & Enforcement Summit cum Virtual Asset Intelligence Taskforce Inauguration Ceremony, organized by the Hong Kong Police Force’s Cybersecurity and Technology Crime Bureau, was successfully held in Hong Kong, marking a new chapter in advancing Web3 security and enforcement collaboration.
VAIT is a platform dedicated to promoting a secure ecosystem. Led by the Hong Kong Police Force and joined by the Hong Kong Monetary Authority, the Securities and Futures Commission, Hong Kong Customs, and licensed local virtual asset service providers (VASPs), VAIT focuses on intelligence sharing, cross-sector joint defense, and coordinated enforcement, aiming to establish a safe and compliant digital asset ecosystem while strengthening collaboration between regulators and industry to enhance responses to virtual asset-related crimes and cybersecurity risks.
The summit brought together over 250 representatives from the Security Bureau, Financial Services and the Treasury Bureau, HKMA, SFC, Customs, VASPs, financial institutions, and academia to discuss cross-department collaboration, anti-money laundering (AML) regulations, Web3 cybersecurity, and enforcement strategies, fostering a secure ecosystem and promoting stable market development. The inauguration ceremony was officiated by Mr. CHOW Yat-ming, Joe, PMSM, Commissioner of Police, Hong Kong Police Force, Mr. Michael H. Y. CHEUK, PDSM, JP, Under Secretary for Security, and Mr. Joseph H. L. CHAN, JP, Under Secretary for Financial Services and the Treasury.

Bitrace Co-Founder and CEO Ms. Isabel SHI was invited to participate in the panel discussion “From Regulation to Realization: Building Effective AML Frameworks for VASPs”, moderated by Dr. Rocky TUNG, Director and Head of Policy Research at the Financial Services Development Council. Other panelists included Ms. Joyce PANG, Director of Intermediaries Supervision at the Securities and Futures Commission; Prof. Jack POON, Professor of Practice at the School of Accounting and Finance, The Hong Kong Polytechnic University; and Mr. Samuel LOK, Head of Compliance at HashKey Group.
During the discussion, Isabel stated:
“Web3 is a highly innovative industry that has also introduced entirely new forms of criminal activity and money laundering typologies. Traditional financial regulatory and risk management methods are difficult to apply directly in this ecosystem, which is why new RegTech tools are needed to manage risks more proactively.

I believe the establishment of VAIT will further strengthen such cooperation. Regarding the challenges of applying the Travel Rule in virtual asset compliance, Isabel explained:
“The Travel Rule originates from the traditional financial system and is mainly used for off-chain information exchange, which limits its effectiveness in on-chain AML applications. Currently, industry practices such as KYA (Know Your Address) and KYT (Know Your Transaction) can capture on-chain activity but remain constrained by the lack of off-chain intelligence, which affects the accuracy of address risk assessments.In the future, a more comprehensive AML framework should integrate Travel Rule data with KYA/KYT analytics—allowing on-chain and off-chain risk information to complement and cross-validate each other. This integration will enhance both the accuracy and the forward-looking capability of AML systems, and this is exactly the direction Bitrace is actively exploring.”
